Implications for storage users at UGS Jemgum

As of 1 January 2016 the provisions of Bundesnetzagentur „Festlegung von Vorgaben zur Umrechnung von Jahresleistungspreisen in Leistungspreise für unterjährige Kapazitätsrechte sowie von Vorgaben zur sachgerechten Ermittlung der Netzentgelte nach § 15 Abs. 2 bis 7 GasNEV” (following: BEATE) apply to the calculation of transmission fees in Germany. In this context the fees for transmission capacities at storage facilities will be reduced by granting a 50% discount.

Some special provisions relating to the transmission fee discount are applicable to storage facilities in Germany which are connected to more than one market area or to the market area of a neighbouring country and which allow a “cross-market-area-usage”.

Due to the fact that the Jemgum storage facility is connected to three market areas (GASPOOL, NCG and TTF), EWE GASSPEICHER GmbH has to fulfill the “BEATE-provisions” as a precondition for connected TSOs to offer discounted transmission fees to storage-customers for a „single-market-area-usage“.

In order to comply with the BEATE-provisions, EWE GASSPEICHER has the legal obligation to enter into

  • special agreements with the connected TSOs and
  • a special agreement with each storage customer of a “cross-market-UGS”.

Otherwise the TSOs will not be obligated/entitled to offer a discounted transmission fee at the storage-connection-points.

EWE GASSPEICHER has therefore developed an EWE-BEATE-User-Manual which tries to demonstrate the “BEATE-challenges” for the storage customer relating to the BEATE-rules in terms of operational and commercial consequences (initial and running issues). The “EWE-BEATE-User-Manual” explains the logic and the consequences of BEATE by using examples. There are also explained some special rules along BEATE.

These BEATE regulations are expected to be replaced from 1 January 2020 by new regulations. In this context, the special transport conditions for storage facilities that allow access to more than one market area or to the market of a neighbouring country are also likely to be replaced.

In order to offer the estimated transmission fee discount of 75% at storage facilities as of 1 January 2020 also at our Jemgum storage facility, EWE GASSPEICHER will endeavour to meet the new regulations (in particular BEATE 2.0) for storage facilities which allow access to more than one market area or to the market of a neighbouring country.
